The renovation obligation in Flanders: what to do after you buy
If you buy a house or flat in Flanders with EPC label E or F, you must renovate it to at least label D within 6 years of the deed. A stricter step to label C for deeds from 2028 has been announced as scrapped, but not yet in a published decree.

If you buy a house or flat in Flanders with EPC label E or F, you must renovate it to at least label D within 6 years of the deed. Miss the deadline and you face a fine of €500 to €5,000, and the obligation still stands.
The rule applies to deeds from 1 January 2023. Two things changed at the end of 2025: the deadline went from 5 years to 6 years, and the Flemish Government announced that the obligation will stop at label D. Many English pages still show the old rules. This guide sets out what applies now and what is only announced.
What is the EPC and what does the label mean?
The EPC (energieprestatiecertificaat) is the energy performance certificate of a home. A certified energy assessor (energiedeskundige) draws it up; you need one to sell or let. It shows a label from F (poor) to A+ (very good) and an energy score in kWh per m² per year. The lower the score, the more efficient the home. An EPC is valid for 10 years, and when you sell, it must date from 2019 or later.
Flanders does not publish score bands for current EPCs, but its official conversion table for old certificates gives a good idea: label D is 301 to 400 kWh/m², label F is 501 kWh/m² or more. Only the energy assessor calculates the real label.
Who does the renovation obligation apply to?
Every new owner of a house or flat with label E or F. It applies per housing unit and per deed, including holiday homes and second homes. It does not apply to a block of flats as a whole, but it does apply to each flat.
| Situation | Renovation obligation? |
|---|---|
| Sale, exchange, contribution in full ownership | Yes |
| Gift | Yes |
| Inheritance | No |
| Merger, demerger, share deal | No |
| Renewal of building or long-lease rights between the same parties | No |
Offices, shops and other non-residential buildings have their own scheme, with a fine of €500 to €200,000. This guide covers homes.
Buildings demolished within 6 years, temporary movable structures, and protected or listed architectural heritage are exempt. If you plan to demolish and rebuild instead, a reduced VAT rate of 6% can apply under strict conditions.
How long do you have?
6 years, starting on the date the notarial deed is signed, not the date of the sale agreement. Flanders gives its own example: a deed signed on 1 February 2024 must have an EPC with label D by 1 February 2030.
The extension was approved on 12 December 2025 and applies to current and new transfers. If you bought in 2023 or 2024, you also gained a year.
Label D, or label C from 2028?
The schedule on vlaanderen.be still shows the original tightening path: label C for deeds from 2028, and stricter labels later. The same site states that the Flemish Government for 2024 to 2029 will keep the obligation at label D and scrap the path from 2028. We have not found a published decree that removes the schedule.
| Deed from | Required label | Status |
|---|---|---|
| 2023 | label D | In force |
| 2028 | label C | Announced as scrapped |
| Later | Stricter labels up to A | Announced as scrapped |
For a deed in 2026 or 2027 it makes no difference: label D within 6 years. If you buy later, check before the deed whether the decree has been published.
How do you prove it, and what if you miss the deadline?
With a new EPC. After the works, you appoint a certified energy assessor. The assessor submits the EPC, and it goes straight into the government database. You do not need to report anything separately. Commission the EPC once all relevant works are finished and well before the deadline.
If there is no EPC with label D after the deadline, VEKA starts a procedure. The fine for a house or flat is €500 to €5,000. It does not replace the renovation: VEKA sets a new deadline and the works still have to be done.
What if you buy a flat?
The obligation applies to your flat, not to the common parts. Your label often depends on the roof, walls or central heating of the building, though. Legally required works on common parts can be decided by the owners' association with a simple majority (50% + 1). Talk to the association early if you buy with label E or F.
Letting a home: a separate rule from 2030
Separately from the renovation obligation, homes that are let will need a minimum label. Terraced houses and flats must reach at least label D from 2030 and label C from 2035; detached and semi-detached houses label E from 2030. If you buy to let, both rules apply to you.
How do you go from label E or F to D?
Start with the EPC you received at purchase. It lists recommendations in order of priority, with red and orange items at the top. In practice the work is in the building envelope first (roof, windows, walls, floor) and the heating last, so that a heat pump can be sized for the lower heat demand.
Two financial points. The Mijn EPC-labelpremie, a grant aimed at exactly this step, stopped on 1 July 2026. Renovation work on a home older than 10 years can be invoiced at 6% VAT instead of the standard rate, if the contractor supplies and invoices the materials. The regional Mijn VerbouwLening lends €4,000 to €60,000, depending on your income category.
Your next step: estimate where your home stands with the EPC calculator, then ask us for a site visit and a quote per item, so you know what label D will cost before or right after you sign. SN Group builds and renovates in Ghent and across East Flanders; see our EPC improvement service.
Frequently asked questions
How long do I have to meet the renovation obligation in Flanders?
6 years from the date the notarial deed is signed. The extension from 5 years was approved on 12 December 2025 and also applies to people who bought earlier.
Do I have to reach label C from 2028?
The schedule on vlaanderen.be still lists label C for deeds from 2028. The Flemish Government has announced that the obligation will stay at label D, but no decree has been published yet.
What is the fine?
€500 to €5,000 for a house or flat. The fine does not cancel the obligation: the Flemish Energy and Climate Agency (VEKA) then sets a new deadline.
Does the obligation apply to an inheritance?
No. An inheritance, a merger or a demerger does not trigger the obligation. A sale, exchange or gift does.
What is an EPC in Belgium?
The EPC is the energy performance certificate of a home. In Flanders it shows a label from F to A+ and an energy score in kWh per m² per year, and it is valid for 10 years. You need one to sell or let a home.
